RULERS REFUSE TO HEED D.V. WARNING
India heading towards utter chaos, break down of law & order: Total neglect of human development
India's overfed rulers want to run away from the "Wretched of the Earth" in their near-empty luxury coach but the starving masses have punctured its tyres and the coach is stranded. The rulers are furious, fretting and fuming. What can they do? They are stuck. Their excursion spoiled.
This is the sordid picture of India today as we read the just released United Nations Human Development Report-2005 (HDR) which our "national" toilet papers hardly noticed because the report spoke about the "Wretched". The papers did not like to publish such stories of tears and sorrow and make the life of their readers miserable.
Only humans can take interest in human development. HDR is of no interest to them because the country's 15% ruling upper castes never had it so good.
Eternal pursuit of pleasure: They are interested in stock markets, sports, cinema, sex, eating, drinking, entertainment, holidaying with somebody else's wife - leading a life of eternal pursuit of pleasure and endless leisure.
That is how the United Nations Development Programme's (UNDP) annual report on India released in Delhi on Sept.8, 2005 did not get front page attention.
The report reveals the shocking fact that India's rulers did not take interest in developing its human beings. They developed everything else other than humans. Does it not prove that India's rulers are not human, if not anti-human? Is the capitalist-roader Manmohan Singh listening? He hardly knows anything about "human development".
While China has galloped thousands of miles ahead of us and as become a developed country long back, India is stagnating. Why? Because China invested in its humans but India's rulers invested in IT which made the rich (read upper castes) richer. Education, women and child care, sanitation, hospitals, agriculture are all totally neglected.
India is the world's second largest country in population. Had we invested in our humans, we could have surpassed China. But how can anti-human rulers think of human beings?
Even a much poorer country like Bangladesh is ahead of us in human development, says the Report. Our rank is stuck at 127 out of the world's 177 countries surveyed. China is 85th. Even Lanka is ahead of us (85). What a shame?
Bangalore is packed with Dalits and Backward Castes pouring from Orissa, UP, Bihar, Rajasthan where they don't get even one meal day. All the North Indian states are stagnating - malnutrition, disease, child marriage, anti-woman practices. The Hindu heartland is stinking.
But our Yuppies are not interested in "human development". They want luxury cars and to drive it in style they need smooth roads. Pursuit of endless pleasure. And our govt. is catering to only this section.
Every arm of the state - legislature, judiciary, executive is working overtime to keep the Yuppies eternally happy. Media is leading their campaign for more pleasure, endless leisure.
Cities are dying: But the "Wretched of the earth", have silently put a brake on the Yuppy merry-go-round. The high-speed luxury coach in which the rulers want to rush to their pleasure spots is stuck. The tyre is punctured.
Nothing is moving in India. Everything is at a standstill.
As long as such anti-humans continue to be the rulers of India how can there be human development?
You can take it from us: the existing chaos, confusion, violence, unrest, robbery, murders, terrorism, dacoity, security risk, traffic accidents, risk to life and property, crippling strikes and bandh, stinking corruption, traffic jam, a total break down of law and order will be the order of the day. Anarchy.The total revolt of the neglected under-class will increase.
Already, no govt. - either the Central or the States - is able to govern. Rural areas of India are utterly neglected. The villagers are rushing to cities in search of job. Cities as abode of upper castes are collapsing under the weight of influx of population. Some cities are already dead. Other cities are dying. Yet our rulers are not hearing the alarm bells. They are deaf and blind.
Alarmist, extremist views: Take our warning: there will be no peace - until the micro-minority rulers learn to be human.
Will they? Will the wolf learn to love the lamb? Since this can never happen, India should be ready for a civil war.
We may be charged with being alarmist. We may be dubbed extremist. Yes. We are prepared to accept the charge. But members of the ruling class living in different cities of India, are they not voicing the same complaints daily? How does it become "alarmist" and "extremist" only when we repeat it? We are aware of the rulers double-standards.
It is this micro-minority rulers who have pushed the Indian society to the brink - not the peace-loving slaves of India. It is the rulers who always have hundred and one complaints. The slaves have none. They are satisfied if they get one meal a day. They silently do all the dirty work of the society and yet at end of the day it is they who get the abuse.
Great divide: The ruling class does not realise that it is in a terrible mess. Their family values have collapsed. Divorces too many. Property disputes have divided families. By eating and drinking too much their health is shattered. The younger generation has no respect for elders. Family bond is broken. Women treated as doormat.
But our people live within their families. And as producers of wealth they love the society, respect elders. Over 85% of India may be poor and persecuted. But it is they who keep India united, hale and healthy.
This great divide between the two is created not by our people but by the upper caste rulers. And they should be now prepared to face the music. No police, no military, no security, no modern gadget can keep them safe. The victims of the ruling upper caste inhumanity are unconsciously challenging this misrule. They won't allow the rulers to run away on their pleasure trip. Their luxury coach is punctured. Stranded.

Appeal for reprint of Merit book
One of Dalit Sahitya Akademy's widely appreciated publications, Merit - My Foot (Reply to Anti-Reservation Racists), by V.T. Rajshekar (published in 1996), was sold out within three years. Quoted in a famous Supreme Court judgment by Justice Ramaswami, the booklet (40 pages) was translated to many languages. It was first published in 1987 at the height of the anti-reservation and anti-Mandal war and violence.
Those were the days when upper castes launched their violent "caste wars" in different parts of India killing our people like mad dogs.Sixty years of Indian "independence" has convinced us that not only the 15% upper caste racists hate the 85% non-Hindus (Bahujans) but they want to destroy Indian democracy itself.
It was at this juncture the Merit book gave a powerful weapon for the victims to fight the racist upper caste merit-mongers.
So far we have been supplying only photocopies of the book. People have been demanding its reprint but we have no money even to print four or five valuable new books waiting for publication.
